If you go with suretrader, just be sure to read all the fine print and additional things you have to buy in order to trade penny stocks and other things.
Suretrader does have decent borrows I hear but like @jprest13 pointed out they have a lot of fine print and overall theyre not the best brokerage. Check out Tim Grittani's blog there is alot of good imformation on there regarding brokers and borrows- http://tradetheticker.blogspot.com/
