Anyone have trouble shorting OTC's?

I tried shorting BTCF Tuesday when it tanked, and I couldn't get in because E*TRADE doesn't allow short selling OTC securities. Anyone else have this problem? And what should I do for a solution? Interactive brokers requires you to be 21 to open a margin account so that's out of sight. Please help

I use suretrader and IB and can't long or short otcpinks. completely missed out on all the bitcoin mania lately.
